I have to replace my axle... so by looking at the leaf springs... should I replace them also? They aren't sagging like my old jeep Cherokee was and looks like they have a little surface rust on the bottom of them. Opinions would be wonderful.

They look a little overwhelmed by the load. New ones are really cheap and you can get them with 4 leafs to decrease the sag a bit.

Just want to wave a caution flag. DOn't "up" the springs so that the ride is too stiff. It will beat your boat to kingdom come.
I drive a gmc 3500 with more springs than I care to think about. Its great when I have 5000# in the bed but empty - if I hit a speed bump faster than a baby carriage with a sleeping baby in it, my head hits the roof in the cab. (seriously)
sermon over.

if you are replacing the axle and springs, do yourself a favor and buy a torsion axle for it. they bolt to the frame so its easy to install and you never have to replace the springs again, plus they give a super smooth ride.

it costs just a little more then a regular axle but since you don't need springs it balances out

the weight rating of the springs needed is determined by putting the boat and trailer on a scale

the lightest springs that will handle the load are the correct ones
