I replaced mine at home (with the exception of the special centering tool that I made up myself)) basic hand tools is all that was needed ( I took my time and performed all the adjustments by the book, It was a weekend of wrenching because I also replaced the impeller, trim sender, cleaned and painted the outdrive, changed fluids ect.
If your asking what time a shop would charge? I haven't a clue. I'm talking lower cable (engine to outdrive).
You'll need to pull the entire lower unit, driveshaft and all. (6 bolts.)
Then there is the cable bellows, mine was ok and I reused it with a new o-ring at the top, (tricky to get it seated in there)
The connections on the motor bracket and trans aren't that difficult but adjustment is parlement.
This would be a good time to replace all the bellows, u-joints and gimble bearing if needed. It can turn into a major rehab project you just never know what things look like in there until you pull that lower.
