Repower options for 4.3l 1990

I believe I cracked the head on my 1990 Smokercraft Deck Boat. It's a great old boat. My mechanic has suggested I purchase a crate long block for a 1990 S10 (biggest standard cam). Swap the Mercury parts and call it a day. I wanted to change to a 4 barrel and add an after market cam,. He says the cam/4 barrel will add more HP/Torque but this "BIG OLD DECK" will only go 2-3mph faster and only come out of the water slightly faster. "Waist of money."

Questions:
Crate motor for S10, is this a good idea? This is surprisingly cheap.

Is it worth putting bigger cam and 4 BBL carb? how much change will I see?

He says not to bother changing freeze plugs to brass, "NO SALT WATER"

If I change to 4BBL am I going to have to get new "brackets" for the controlls on the new intake.

He also says the HP estimates published for the engines with the cams and 4BBL's are exaggerated and the "standard" engine has more torgue and HP than advertised.
