rev limiter or rejet?

I have a 1984 johnson 8 hp. I have rebuilt the carb and fuel pump. both are def clean. done a decarbing. It would not hardly run after. put 89 fuel with a bit of seafoam in my bigger boat and got some 93 fuel with no seafoam. It took a few trys and some babying to get it going good, also changed the plugs halfway thru. They had carbon all over them. the replacements looked alot better when we got home. After we got it running good(me and my dad on a 14 ft aluminum jon boat, 6 gal tank with new fuel line and a battery and trol motor)we went up river 10 or so miles. Idled for about 20 mins. When we restarted to go it would die as it was out of fuel but stay running at a idle. After a few trys, it ran great. At the ramp, I ran it by myself and at WOT it started pulsing steady and fast(every second) Is this a rev limiter or do I need to go up on the jet size for these newer fuels? Its was a sailboat motor and has the 8X7 prop not the other stock 81/2X9 prop. We did raise the transom 3" the cav plate was still about 2" under water tho. Plan to convert to a short shaft soon tho Thanks hope thats enough info for yall, if not, just ask and ill tell ya
