Rev Limiter

Can a rev limiter cause the a voltage drop, enough where it will not let it start, or show any spark on the plugs? I have replaced the trigger, stator and the regulator, only thing left is the switch box and coils. Any ideas???

Also,...When I put the new regulator on the 95 mercury 125, it showed a spark on the plug, put it back in, prime the fuel line, and nothing, lay the plug back up on the head to see a spark, and nothing. Disconnected the harness, and started it that way, still nothing,...Do a voltage check on the stator wires by themselves, and it reads 25 VAC. How does it one time read over 200 and then 25 the next? Is the the Fluke 77 meter, or is there a short some where?
