Reverse Lock Assembly

Hello all long time viewer, first time posting.

I recently purchased a 1999 Mercury 25hp EL - remote steering setup - no power tilt. The problem I am having is with the reverse lock assembly. The engine is always locked to the trim pin. I am going to post several pictures and hopefully someone can point out something wrong/missing parts.

When the engine is in forward gear the lock pin is raised by that little washer.

When the engine is in neutral or reverse the lock pin is lowered. The washer is lowered and is no longer touching the lock bar.

I am not sure if there is supposed to be a washer around that horizontal part in the red circle.

Your engine is designed to be locked down in neutral and reverse and released in fwd, so it sounds like it's working right.

When in forward gear, the motor is still locked. Seems its not being raised enough to be unlocked.

I think that is the same washer(part #30) in my first picture.
