Right prop for my motor

I have a '94 Johnson 115 on a '94 24' Grumman pontoon. Typical load is 20 gal of fuel, 4-7 average weight people and a cooler. The maximum rpm range for the motor is 4500-5500rpms. I think someone has changed the prop on the motor from the original one because im not turning anywhere nere those rpms. More like 3800 but my tach may be off but the motor sure sounds like its lugging. It currently has a 13-1/4" 17p on it. What I want to know is what is a stock baseline prop for that motor that hypothetically would get me close to the max rpms so I know if I'm far off from the right pitch prop that belongs on the motor. I'm not necessarily wanting to go faster or get a better hole shot but more want my motor to be running at its prime.

We need your wot rpm and gps speed to tell better where you are at.
Pontoon performance is all over the map. I do believe an 11" prop will do well.
If the rpm is high just throttle back a little. If you have as many as 7 aboard you probably need the 11".

Thank for help. I'll get back with numbers ASAP. I'm currently putting boat back together after a re-carpet and a little cleaning. I'll let you know when I get it back on the water.
