Roberts indoor anD outdoor carpet adhesive over oil based urethane?

I am covering marine grade plywood that has been painted with marine spare urethane. Can I use Roberts brand adhesive over the urethane and get good adhesion? What else could I use?

I have N area 5 x 8 feet to cover with marine carpet

It is on the trailer so some will get wet when loading and unloading my inflatable pontoon

Sand your sealed plywood for best adhesion, I like a 120-150 sandpaper and dull the finish so it doesn't shine anymore.

Contact cement is more waterproof than latex based adhesives but it can be tricky/difficult to work with.
