Rotate flywheel and prop turns, is it in gear?

Hi

50Hp Merc Brown Band, 1985 4 cylinder, serial number 9421064.

My boat has been standing for a while and the throttle only button is a bit jammed so i have sprayed wd40 on it and i'm waiting for it to soak. I'm also awaiting delivery of a new stator as there is no spark but i just noticed that when i turn the fly wheel by hand the prop rotates, does this mean that it's stuck in gear from standing for so long and the anti start has kicked in hence no spark?

Forgot to say, i can still turn the engine over using the key but there's just no spark.

so when the engine turns over does the prop spin? Does your boat have a kill switch besides the key?

sorry, when the motor turns over using the starter does the prop spin?
