Rotted Drain Hole

All;
I need advice on how to repair the drain hole in the attached photos. The glass around the fitting has rotted a bit and water is draining down into the bildge on the inside of the transom. The hull was built in 1984. The floor is still solid and transom is in good shape. The boat has been kept inside since 2004. What is the best material to use to seal this fitting up?

You will have to get it dry before anything will work. Personally I would remove the outboard, cut a slot in the corner where the splash well and the drain meet, use a hole saw to oversize the drain about 4 inches, cut a hardwood plug to fill the hole, epoxy it in place, reglass over the filled hole and repair the cut in the splash well. Then re-drill a new drain hole in the finished plug and install a new drain pipe in the hole.
Thats the short version. It is likely that you will drill out the drain and find that the transom is rotted more than you thought. Then long version kicks in.
