Rough idle, backfire and bogs down

So I bought this boat and it has a 1995 johnson 130hp v4 and about a month ago, and took it out and the vro alarm was going off at idle (but go away when I rev up) and every other start up I had to prime the fuel bulb to start back up. So I tightened all the vro hose thinking it may be air and got the alarm to go away, but was still having fuel problems, it would idle for 4 mins then want to die until I pump the primer bulb and would pick back up and idle and run fine even at wot.. so figured it was the diagram weak on the fuel side of the vro and it did have a crack in the diaprham, so I ordered a fuel pump only and hooked it all up and even used an external tank and pre mixed 50:1 to try it out. well I started it up and it runs way horrible and spits and pops and backfires out of the exhaust and will not stay running for nothing. The fuel bulb stays hard but it won't clear up and run even when trying to throttle up it bogs down badly and still runs like crap. So I am at wits end with this motor and dont even know what to look for next...any suggestions??

Crankshaft seal rings checked ?----Check for strong spark on all leads.----Spark must jump a gap of 7/16" or more.

Havent checked that yet, but why would it run perfectly fine without and miss or sputter with the vro pump (even though it would die after 4 minutes) but with the new fuel pump it runs horrible and wont even stay idling spots, pops and backfires out exhaust? Doesnt make sense to me and its aggravating. I will have to get my mechanic to check the things u mentioned. Anything else it could be?
