rough running, slows down when your press gas

ok so boat seems to idle a little rough.
also when you press the shifter it sometimes will want to shut off (it doesn't though) then it will slowly pick up and go fast.
i sprayed some carb cleaner so far.
so its odd that the engine will almost speed up when it kind of wants to once you push the shifter.
the odd time it will speed up own its own.

what could be the issues?

When was the last time the carb was rebuilt? Fuel filter? I had a similar issue a few years back rebuilt the carb and the problem went away

i have no history of rebuilding the carb and filter..dont even think it has happened. i have used the boat for 2 seasons already.
