How did you use the carb cleaner? If you simply sprayed it into the carb it got nowhere near where it needed to be. Run SeaFoam in the fuel for one tank. If that doesn't help, its probably time for carb rebuild. Total disassembly, soaking, passages and jets cleaned and everything blown out with compressed air. Then assemble with new kits.
