route plug wires

Hi- I'm replacing the plug wires on a 1967 6hp Evinrude Fisherman. There's a vertical shaft that twists with the throttle. Is it better to run the wires between that shaft and the block, or "outside" the shaft? The old wires went 1 inside and 1 outside. Thanks-

Route them either way as long as they are not being chaffed by a moving part.
