RPM cut out sensor?

We just tried out the new, used motor I bought. Everything was fine. Start, stop, idle, Fwd/Rev/ Neutral. Good water stream from pump. Trim/Tilt. Everything worked great!
We don't have the neutral safety switch hooked up yet, so it can start IN gear.
Out in open water, after things were sounding & cooling good, we decided to open her up and read top tach RPMs. At 6500 RPM the motor quit dead. It would not start in neutral but would restart in gear. Nor would it idle in neutral if started in gear & then put in neutral. The motor wasn't hot, the stream was strong & cool, No smoke, no bad sounds. We strated her up in gear and headed back at 3200 RPM. Came on home with no problems AND during docking manuevers, the engine would idle again when in neutral & starts again in neutral.
Whats up??? Is there a over rev sensor or other safety that cuts the juice? Is 6500 to high an RPM/
I'm using a Teleflex throttle, not the factory throttle , so I had to get my own buzzer and have no neutral safety, (yet).
