RPM Gauge

Just bought an 04 Bayliner 175. Took it for a spin and first saw the boat idling at 2000 RPM... too high??? Then when driving, the RPM gauge just goes around in circles. What would cause this and how can I fix it???

2000 RPM is pretty high for any engine.
But nobody can advise you who doesn't know what engine is in the boat.

I'm having a hard time picturing a tachometer going "around in circles" - maybe it's in too big a hole in the dash?

The motor in the boat is a Merc I4, 135 HP inboard.
The needle keeps going around in circles and as such I am assuming that when it shows me idle at 2000 RPM, it isn't accurate.
Any other thoughts??

You are not answering the question. Yes -- 2000 rpm is too high for idle. Does the engine actually sound like its running at 2000 rpm? When you say the "needle goes in circles" do you actually mean it spins around more then one full revolution? If so, the gauge is junk.
