RPM Up and Down

For some reason the rpm's on my boat will go up and down by about 400 rpms. The fluctuation is slow. It will happen about 4 times in a minute or less. It seems to only happen below 1000 rpm's . My boat has a rebuilt chevy 350 with a 2 barrel carb and electric choke and electric fuel pump.

Spark plugs? Common on the V6, not seen it on a V8 before, but that would be my first check (new plugs, and maybe HT leads).
