RPM's not Dropping in Neutral

I noticed this weekend that intermittenly the engine RPMs do not completely return to idle speed after throttling down and placing boat in neutral(~1000). Any ideas? If I turn the ignition off and start it back up the issue corrects itself, which leads me to a sensor, not a throttle cable issue.

2003 carbed 4.3l with Alpha Gen II

well.. only sensor on that engine is the electronic ignition module, you dont have a TPS throttle position sensor,

I would still first check throttle cable and if it's closing properly, without the engine running, but warmed up, run the throttle up and down, then go push on the throttle arm on the side of the carb, if it moves.. then there's your problem. ( have to do warmed up as the choke has a cam that raises the throttle.. )

Could be gummed up carb. or power valve in carb is gummed, not closing properly..

just some quick things that come to mind.
