Rubber Washer on Lower Shift Shaft

There is rubber washer, 12-77674, just above the oil seal for the lower shift shaft. How is that positioned on the shaft, do I push it against the seal or let it set half way on the shaft?? Alpha Gen 2 Thanks

it fits in the recess and then the SS washer goes on top.

There was no SS washer, and none showing on parts list

Just down against the seal on the GenII. All it does is keeps sea critters and crud out of the seal itself.
