Rudder Stiff and Hard to Turn Problem

I have a 2006 Regal 3880 Sport Bridge with V-drive Volvo Penta's, Kohler Generator and Seastar Hydraulic Steering.
The helm steering wheel is now hard to turn in any direction.
I have bled the steering.
With the rudder arm disconnected from he steering hydraulic cylinder, the steering wheel turns very easily.
I suspect there is one or both stiff rudder problem(s).
I would appreciate any ideas and repair advice.

I suspect there is one or both stiff rudder problem(s).

That would be my guess also. Disconnect the tie bar and see if it's one or both
