ruff running nissan 18 hp

i have a 18 hp Nissan ( model ns18es 2 stroke )and the best way i can describe the problem is in runs like this

rrrrrrrrrrr pop rrrrrrrr pop rrrrrrrrr pop

at idle when it pops it sometimes dies
at higher revs it does the same thing just faster but stays runnning

i drained the carb bowl cleaned out the filter and screen and cup.
checked cleaned and swapped the plugs and no change.
seems like a dirty carb problem but i dont want to pull all that apart for nothing
could this be something else?

Begin cleaning all carb parts as a good start, it's a must do job for beginning troubleshooting elimination check gas tank hose & bulb for obstructions, pump diaphragm condition, correct NGK BR7HS with 1.0 mm electrode gap.
