running a wire between liner and hull

Ok one of our boats is a 40 foot beneteau sloop, which is my first experience with liners as the cabin interior and i must say they are horrible. there is no way to do any work on the wiring or plumbing systems and have them end up looking like anything. the dilemma is that i have a ceiling spotlight halogen thing with a bad ground line. its pretty much all on its own in the ceiling so there are no other grounds i can hook onto nearby, and even having tried coat hangers, bent straight, electrical snakes, slats from cheap horizontal blinds, i cant get anything to run between the light, and anywhere else with a ground i can access to, the curves and whatever else happens to between the liner and the hull stops anything Ive tried dead in its tracks. also the existing ground is glued down(or some sticky thick black putty stuff holds it in place) so i cant just pull it through, does anyone have any advice on what to do here?

after reading my initial post i was confused so im clarifying-i hope, there's a light in the ceiling of the cabin, the neutral line has failed, the hot is still good and running an external neutral will get me light but its not pretty to have exposed wiring. now if this were anywhere else i would just hook into another neutral, but its in the middle of the ceiling and there's not one adjacent, and Ive tried electrical snakes, coat hangers, blind slats etc, to run a new line but none of them are getting anywhere, i don't know what is between the liner and the hull, but whatever happens to be there is stopping anything i try to run a new wire with, i can't pull the original wire since its glued or otherwise stuck down, if anyone has a hint, i need it, I'm at a loss, thanks
