Running cold

2011 5.7 MPI. The engine runs at about 110-120 on gauge and infrared thermo. Changed the thermostat twice this season. The last one I pulled out I inspected. It was closed. Placed it in hot water, it opened and closed when I removed it. What else could cause it to run cold?

Open or closed cooling ?

Sorry, Raw water cooled. Will get the #. It's a relatives boat.

Being a 2011 it should have CAT's (catalytic converters) and have a PCM 09

I'm thinking the poppet valve (item 15) which has had many troubles
