running engine out of water

I hooked up some water muff on my 3.0 and turned on the hose,started the engine and all is well temp came up to normal but no water came out the prop.It came out where the outdrive goes up and down.Is this normal.I've never hooked up a hose to it before .Boat runs fine and no over heating problems.
