Running half power???

The other day while on the river my 1984 35 hp Evinrude drops to about half power, both cylinders still firing. When i got to where i was going, it wouldn't even fire back up. So i got home and re-built the fuel pump as i had just cleaned the carb less than a month earlier. I even took off the carb and cleaned it again. I have spark on both cylinders.

Now, i can get it to sputter and pop a few times before dying. Any suggestions as to what it could be???

When you say that you cleaned the carb again, did you remove the jets and make sure that all of the passages are free of debris?

That sputter and pop comment makes me think flywheel key.
