Rusted chrome paint on boat trailer rims

Hello,
I just bought a used 2005 tracker boat. The rims are "chrome" and have the plastic chrome hub cap. The rims have some rust through the chrome paint (or dip) <- I am not sure how that is done at the factory.

I would like to touch this up. A friend suggested that I take them off, sandblast them and paint them a gloss black to match the trailer. However, I am not sure I could get paint to stick to the plastic hub caps.

Does anyone know of a good way to touch these chrome rims up (maybe localized sanding followed by some type of chrome spray paint)?

Any help would be greatly appreciated.

Ayuh,...

If the wheels are Chrome Plated,... They're gonna Rust,.. The only Fix, is alota polishing,+ waxing....

If you were to sandblast the Plating off, then they can be Painted....
Sanding will probably prep the plastic hubcaps for Painting...

Scuff and squirt w/rustoleum Dull Aluminum (we used to get a brand called SparVar?). The stuff hides imperfections well.:D

Thanks for the feedback. I will try to fix the spots instead of the major project of sandblasting and spraying.

Aluminum foil is used by the car show guys and works good on small areas, alot of rubbing but it works in some cases and surprises many people.
