Safe to run twin cable steering w/ one cable?

I purchased an old neglected boat, and one of the cables on the twin cable rack and pinion system was siezed. When I removed that rack from the steering column the motor turns great...very smooth.
I plan to replace the steering, but that will require lifting the motor to clear the transom.
In the mean time (for the short term) is it safe to run this way? How necessary is the second cable normally? Is it required, or is it just there for added safety?
Thanks

I don't know if this matters, but the motor is a 150 Mariner.

This is just speculation but I think you will find that the steering will "stiffen up" under the load of the motor running at higher speeds. It is probably safe but you have now lost some of the mechanical advantage and it will be like losing power steering in your car.
