OK, I admit I am getting anxious.... What papers am I going to need to fish from my boat in Rhode Island waters ?? I also make an ocassional trip to the Cape Cod Canal with a surf rod.

If you fish in Mass. and the Cape Cod Canal is in Mass. you need to register with the Feds for 2010 and the licence is free. In 2011 the state of Mass. takes over and it will cost you money.
I've read in "The Fisherman" that the powers that be in RI are giving residents a licence that will be good for CT , RI , and MA . That would be a good deal to me , Here on the Taunton river . peter
