Sanding textured floor

I am looking for ideas on how to sand/scuff the floor of my boat.The floor has small pyramid shaped texture. I don't want to sand smooth just want to scuff so primer will stick.The boat is fiberglass/gelcoated.Would steel wool provide enough sanding to allow primer to stick?

Don't think I'd use steel wool as it will shred tiny steel fibers which will rust. I have seen attachments for a power drill that look like a grinding wheel but made out of fibers. Can't put a name on it though.

Put a fine-grit sand paper pad on your drill and have at it.

Thanks for advice ended up using a green 3m pad and a brass bristled tooth brush.
