I have a 1977 Starcraft, 15ft, fiberglass, with 55HP outboard. On the stern, bottom part of transom, outside about at waterline. About 4 inches right of keel, there seems to have been something hooked up there . It has 3 screw holes and about 3inches of rust (still solid). Holes nor rust seem to have gone thru hull. What and how can I remove rust and fill in old screw holes.
Thanks

You have rust stains running out of holes in your transom?

That sounds like a bit of a problem that you should not just cover up.
Is a steel screw broken off in the hole hence the rust?
The hole in the fiberglass skin is letting water into the wooden transom?

When I got the boat it has not been in water for 2 years, but it has been exposed to the weather without a cover. It is very small screw holes. So where do I go from here?

I'll bet that's not rust; I'll put my money on it being the remains of the rotting transom draining out those holes. Looks similar to rust, and stains. Doing my 72 Reinell, previous owner has something mounted as well. Tore into transom, no screws broke off in there. It was just the rotting wood leaching out....Better dig into the transom, and probably the stringers.

hmmmmm......3 holes.......that sounds like the speedometer pick up, or pitot

and the rust.....as said above.....might be rot.

99% of all the rotten transoms are from improperly sealed add ons.

if it is rust......(please post pics)......over drill the hole.....dry with a fan and constant heat......and seal with 3m5200.

if it is rot.......search transom replacement.

cheers
