Just a note of thanks to Tom Travis and Paul Moir for your helpful suggestions. I got the the little engine out on the pond for another test today. It took a lot of pulling but she finally lit up and then settled down to a reasonable test run. I even gave the engine several shots of OMC engine tuner, a sort of decarb product. The cooling system is delivering the water and the cylinder jacket is warm to the hand but the heads feel hot. Is that normal? The plugs look good as in a light sandy colour (after test run of maybe 30 minutes). The cobbled up main jet worked fine but I am assuming because of the steeper slope on the jet needle required a vernier touch to get it adjusted. Armature plate looked okay. Timing was correct. Carb screen is in place.

Any other things to consider before I hang it on the sail boat and head out into the Bay of Quinte?

Sounds like she is ready, Doug, except for one thing; she should start easily within three or four pulls.

On most small engines technique is very important and different engines respond differently to the same technique.

Experiment with different initial choking procedures until she starts quickly.

Good luck. :)

Sound like you're good to go. If you haven't in your 30 minute trials, go for a good 15 minute contiuous run at full throttle.
The head normally does get quite hot since there are limited cooling passages in it. The fact that the cylinder jackets are warm rather than blazing hot indicate both cooling circuits are functioning correctly.
