Sea King 9.9 Repair

I have been working on my Sea King 9.9 that I got at an auction. Change oil and lubed it got new gas tank and lines. It looks like a new carburator has been installed and and a new Fuel pump as the paint does not match. Took about 15 pulls to start, now about 2 will do it, one when warm. When in neutral it revs up fine, but when you shift to drive it will only achieve about 1/3 power. When I took it to the lake to make sure it wasn't just the confines of the barrel it did the same thing, however after running for 30 mins or so it would start to spurt to top end, once for several seconds. Condenser? Points? Loose wire some where? Still varnish in the carb? Also I am hearing that I could convert this to a 15 hp? What would that entail? :) <br /> Thanks for any and all help.
