Sea King

I have a Sea King Model VWB20909A Ser# 07X10179, The carb is a Tilotsen 003A and the Cylinder has 408 stamped on top.
Can someone tell me the year, size, and any other info? The powerhead was replaced with a 12 or 15 hp model I'm told but the 9.6 carb was used, how can I tell what I have?
Reason for looking is poor performance
