Seadrive night mare

Hi, i have a 21 ft proline with a 1983 seadrive on it, engine runs great has been checked out by my local marina. Everything is new as far as stator, trigger, coils, wires, plug, wiring, problem i have is that once i get it out on the water. Some times after going through the no wake zone when i go to throttle up it will take off just fine and come up on plane and cruse at 29 mph, then once i stop and try to take off again it will not throttle up over 32oo rpm and will not go over 8 mph no matter how many times i try. Some times it will not even throttle up at all right from the dock or no wake zone 3200 rpms and that is it. I have tried every thing i know with out success. For it to run at 29 mph all day as long as i don't stop without a glitch one minute and not the next hard to understand for me.

I have also sealed the entire motor so that no water can get into the engine cover, but left the top air ducts open in case it was water shorting, but that made no difference either.

I see no mention of the fuel systym? Have you checked it?

yes every thing has been gone through, fuel press was fine, tank checked, filters replaced along with the hoses and anti syphon hose barb, the marina things it is getting wet and sitting to low in the water. but even if i trim it up and try to take off it will still not go over 3200 rpms, now i haven't replaced the fuel pump and it does work on pressure from the motor to operate the rubber diaphragm but have been told it is not the pump. i have the electric choke and even when i hit the choke it makes no difference in the rpms. and i replaced that too. hitting the choke should be adding gas to the engine and it would make a difference if it was fuel related
