My 1987 140 Sea Drive surges sometimes at low speed other times at high 3500 to 5000. I have checked for plugged filters, air leaks etc. all appears good but I removed the VRO and noticed that when the diaphram is activated, the piston hangs up occasionally. Is this a common problem? Need more ideas about what could be the problem.<br />Thanks 1ojg
