seaking 3 hp ?

HI I have a gale sea king 3 hp 1962 model gg18735b.I cleaned up the carb and put a new coil in used same points condenser.I have a question when I put the lever in the stop position and try to start it I still get spark at the plug.What stops the motor or did I hook something up wrong. thanks for any help.

The motor just stops because the throttle is closed and the timing greatly retarded.

Saying that differently, as you move the lever toward the left it slows down. Keep moving it and it runs slower. Until at some point, it simply stalls.
