Seal?

Going to put my out drive together tomorrow and there is something I need to know. I just cant find any info on what seals the water tube in the upper to plastic one that sticks out of the water pump. Dose the metal upper tube go all the way down to the seal at the bottom of the plastic tube?

There is a rubber seal in the top of the water pump, the plastic guide tube slips into the top of the water pump to to "guide" the copper tube into the rubber bushing.
