Sealing a Hatch

I have a 30" x about 40" hatch in my floor to gain access to my permanent fuel tank. I just replaced the tank because of a leak. The hatch was sealed with what looked like silicone and it wasn't easy to dig out. What is the best sealer to use which will seal the hatch but will come out fairly easily if the hatch needs to be opened in the future??

3M 4200 fast-dry is probably your best best IMHO.

again a picture would help. is it a 4'x4' or 4'x4' you ain't tellin us much.
