sealing the fuel manifold 150 evinrude

I am rebuilding all 6 carbs on my 150 evinrude.60Deg.looper.The plastic fuel manifold on each throttle plate assy.had some sort of black non-hardening sealant.This is in addition to the 2 O rings where it goes into the throttle plate assy.What is that stuff and do I need it? Seloc repair manual does not mention anything about using a sealant.

You don't use any type of sealer on any carb or intake manifold gaskets. I have taken and put a LIGHT coating of grease on the orings tho' to hold them in place when installing.

Thanks.I did use vaseline to hold the gasket in place between the throttle plate assy. and engine.I used grease on the plastic fuel manifold to ease insertion into the throttle plate.Now I just have to fire this thing up and hope my carb issues are a thing of the past.Previous owner let boat sit for 4 years.Engine only has 90 hours on it.I used fuel cleaner 2+4 evinrude last year and it ran good at 50 MPH.I think the cleaner dislodged gunk in carbs cause this year it ran poorly and was 1000-1300 rpms down at WOT. Had to use primer to even get boat to plane initially.One carb did have a flake of ? floating around which i think was plugging the main jet.Another had a sticking needle valve.Overhauling carbs is the only right way to fix problems.
