Sears cooling problem

I have a 9.9 hp Sears Eska with a Techumse power head on it. It will pump water well and stays cool when running up to half throtle or so but if I go much more than half throtle the water stops coming out and I get steam or exhaust, not quite sure which, coming out of the exit water port. Any suggestions? Also when water is put down the top plug or up the exit port it comes out the exhuast, is this normal? Any and all help appreiciated. Thanks.

Hope you didn't put water in the top spark plug??"top plug"
Most likely you have a bad impeller.Check the water intakes just below
the antivent (cavitation) plate.Does it stop pumping when you increase the rpm in neutral?Be careful to not increase it too much.

No water in the top spark plug. There is a plug just above the top spark plug that goes into the rear water jacket. When it is in the tank it will pump water in forward neutral and reverse just at all speeds. But in the lake moving it wont pump in forward. Ill replace the impeller and check for anykind of debris blocking the flow. Do these engines have a thermostat?
