The motor may have a kill switch with a safety lanyard. If it isn't ingaged you won't have spark. These are usually on or near the tiller.
If the motor sat for a long time you may have to go through the fuel system from tank to carb with careful attention to cleaning.Be sure the fuel connector is connected properly and the vent on the tank is open.
If you don't know the age of the impeller it should be changed.

Re: sears/force engine troubles

Don't know about your specific engine but some of them had a kill switch built in under the flywheel. When the throttle handle was turned past a certain point, the engine shut off. To start, be sure the twist grip is in the START position. Also, some engines had a manual push button kill switch right on the front. If yours has one of these, be sure the wires going to it are not corroded or shorted. If everything else is in order, you need to pull the flywheel and clean and set the points. Check the condensers while you are at it to see that there are no rubbed and shorted wires. Or replace both points and both condensers--about 36 bucks.
