Sears Gamefisher water pump

We have a 1989 Sears Gamefisher 15hp outboard motor. We are thinking that somewhere in the cooling system there is a problem. The motor will start for a while but there is no water coming out of the jet in the back. I don't know if the pump is taking in water but when I run the motor for a little while a small amount of "milky" fluid come out of the carborator. I don't know what else to do.
