Sears Ted williams boat (PVC??)

Picked up a little 12' Sears Ted Williams v bottom boat to use on small ponds and lakes for duck hunting..it has a few small holes in the hull as well as a few spots on the edges that have worn thru. Its not fiberglass, kinda looks like PVC. Any idea of best way to repair/patch these spots? Was thinking of sanding, drilling a few 1/8" holes around the spots that need to be repaired and then glass them but not sure if this is best material to use to insure it stays bonded.
