Well, you can purchase the flip up tank holders and bolt them somewhere on your boat.
For something that works well without permanantly installing something to the boat, I personally just use four pieces of PVC the length of the tanks. I drilled holes through the PVC and hold them together the correct width apart with rope and figure eight knots It works great for transporting the tanks in my Jeep and also when I have them on the boat and I didn't have to build anything permanent. Cost was $0 as we all have plenty of rope lying around and I had the PVC also.

Just thinking about getting started. Looking at dive shops in the area (New Port Richey) and the feasibility of diving off our boat. Not a lot of room for equipment on deck so this post was interesting to me. Would like to dive close to home because of the gas and time constraints. No trailer either. Fun snorkeling so far out at Anclote or the Sandbar.
