I have a 1980 (approx) 28 HP Johnson Motor with rope start. I have not run it for the last two years. It has been stored under cover outdoors (in New Hampshire). It ran fine the last time it was used.

I want to use it now and I (rather optimistically) assumed that if I put in new plugs along with a squirt or two of oil into the cylinder, everything would be fine.

I cannot start it because I cannot pull the starter rope. With the cover off, I can move the flywheel with a pry bar.

My question is whether this is a situation I can rectify or should I just take it in and have it fixed? I am comfortable with working on it up to the point of pulling the head.
