my 9.9Hp Selva wont start,
i got the carb cleaned but still no joy, the pressure is good in the cylinders and and i got new plugs, the spark seems ok and fuel appears to be gettting through from carb to cylinders.
I noticed compared to my other outboards that it is stiffer to pull, so I removed the lower section and it seems to turn easier but still not start, i think maybe the pump is gunged up and needs replacing but i am slow to do so without knowing for sure that it will start.
is there any reason why it shouldnt start with the lower section removed (i.e. just the vertical crank exposed with no pump or prop attached?
any other suggestions?
