Sims.... Look at the timer base under the flywheel. As you advance the throttle, the timer base moves towards the full spark advance stop screw (the one with the black rubber bumper). When the engine is running at the full spark advance setting, you should obtain a reading of 28° when aiming a timing light at the timing pointer and the flywheel markings.
