My factory manual shows the use of a special tool that fits over the crank to index the flywheel before setting point gap. Is this necessary or can you just set points with the point at its widest gap over the highpoint on the crank?

The tool really isn't necessary. Have the flywheel key aligned with the fiber rubbing portion of the points, then set the points so that a .020 gauge will pass thru but a .022 will not.

I agree with Joe 100%. Setting with a gauge is just fine fine. This is just an elaboration for interest's sake.
If you look closely at the flywheel, you can see that it's already marked like the tool. There are two marks on it 180 degrees apart which will appear between the two armature plate lines when the points just open. So you may use the flywheel like the special tool, although it's a lot more fiddly since you have to repeatedly remove the flywheel, adjust, and retest.
The marks may be used in conjunction with a timing light to verify the setting.

Thanks all, guess I will just keep on doing it the way I always have, much as Joe describes.
