setting the Idle RPM

Need some tips on tuning the idle. I have read countless material on tuning the idle lean/rich mixture. This question is more so to the idle RPM. There is an idle stop on the throttle where the control cable connects, and also an Idle stop on the Remote Controls. I will be using a test tank to set the rpm idle, and will launch the boat to fine tune rich/lean. Does a test tank provide decent backend pressure to set this RPM?

Correct if im wrong. Im going to set the IDLE stop at the motor/throttle first, when Ive found the desired RPM, I would set the idle stop on the remote control to not allow any stress to be carried through the cables to the throttle?

I didn't see the answer to this question but I pretty much have the same question. This is my story. I looked at a boat and the guy showed me the boat running. He had the controls in his hand and said it just needed to be mounted. I didn't by the boat right on sight(wanted to think about it since it was an older boat). The boat was a 1986 GlassMaster with a 1974 Evinrude. I thought about it for the next day and decided to by the boat. I showed up and he already mounted the throttle control. I brought the boat home and now it will idle with the warm up lever up but when I bring the warm up lever down to idle it dies out. The model number of the engine is 50473M and the serial number is EOO1OOO8 by Evinrude. The throttle control I can't find any information on but it says Power Shift II on it. Any information you can help me would be greatly appreciated. Thanks
