Setting Timing at WOT ????

My 25 HP 1987 manual start has me stumped in I don't know how to set the timing at WOT with no test tank or test prop.
Don't like the idea of tying at a dock and doing it and it sure won't be done with me hanging over the transom. Is there any way to set timing at some point before WOT ? I have a good tach and timing light. I've just replaced the trigger coil and the CDI switch and it runs pretty good, but I'd at least like to check the timing. Any ideas ????

Set with plugs pulled and grounded and throttle at full advance.

That works for an electric start. For a manual start, do the same thing but use a drill motor. Chuck up a short 3/8 extension and use a socket on the flywheel nut. Spin it up and set your timing.

The service manual supports the above comments. Only thing is that the timing is set 3 degrees lower on my engine when setting in the above manner to allow for the differences in the engine actually doing the running vs "being run" by the starter. Really don't know if it applies to you or if it makes that much difference.
